Some countries, like France and Switzerland, rely heavily on nuclear and hydroelectric power, meaning their baseline grid electricity is already relatively clean (having a low grid emission factor). Other countries, like Poland or Germany, still generate a significant portion of their electricity from coal and natural gas.
